Trade Adjustment Assistance (TAA) provides assistance to workers, farmers and firms adversely affected by changes in international trade and investment. The program was significantly expanded and reformed as part of the Trade Act of 2002, which also granted trade promotion authority to the President. Full implementation of the TAA provisions will be key to winning Congressional approval of any resulting multilateral or bilateral trade agreements.
The TAA Coalition is dedicated to the full implementation of these recent reforms. The Coalition is a non-profit organization, bringing together representatives from the business, labor and research communities, as well as Federal, state and local policymakers, all committed to improving TAA’s effectiveness.
The TAA Coalition's primary initiatives include:
- Monitoring and reporting regularly on implementation of the TAA provisions in the Trade Act of 2002;
- Assisting workers, farmers, firms and communities participate in the TAA program. This assistance will include informing potential participants of the program and providing technical and legal assistance to petitioners. The Coalition will also serve as a clearing house to connect those seeking pro bono legal help to pursue TAA petitions with lawyers and law firms that provide such assistance;
- Providing a forum for discuss issues related to international trade and domestic adjustment. The Coalition will also study innovations in assisting workers find new jobs. The Coalition will disseminating papers, articles, and related materials on the TAA program through its website and periodic mailings;
